Rochon was born in her home in the Los Angeles suburb of Torrance, her parents being Zelma who is a nurse practitioner and Samuel Staples, a business owner and graphic artist. Cerritos high school in Cerritos is where she graduated from. She graduated in 1986 from California State University Dominguez Hill (CSUDH) with an undergraduate degree in Broadcast Journalism. She also majored in theatre and sociology. Rochon was the featured presenter at CSUDH's College of Arts and Humanities graduation ceremony in 2016.

Ullerup's debut role was as Julia Brynn on the remake television series of Battlestar Galactica in 2006, that aired on Sci Fi Channel. Her character, Ashley Magnus, was written out of Sanctuary's first and second seasons. The fans were furious over the departure of her character, and many would like to see her back in future shows. It ended in 2012, but not before an intense discussion. In 2016, Ullerup was cast as Bree O'Brien in Chesapeake Shores. Ullerup was the character Maggie Thomas in Asteroid: Final Impact, the movie about the 2015 disaster. Since the year 2016 Ullerup is seen in a frequent role in the role of Dale Travers in Hallmark's Signed, Sealed, Delivered films series.
